In Vietnam, projects such as the Yen Xa Sewerage System Development Project (Hanoi City - Yen Xa Sewerage System Development Project), which was completed in 2025, have dramatically increased wastewater treatment capacity in central Hanoi, and improvements in water quality in public water bodies are expected.
On the other hand, in areas outside of central Hanoi, wastewater treatment facilities are not adequately developed. Against the backdrop of population growth, soaring housing prices in the old town, and housing supply policies, new apartment complexes, such as high-rise condominiums, are being developed in the suburbs of Hanoi. However, these newly developed residential areas lack proper sewage infrastructure, and from the perspective of improving living conditions and preserving the water environment, the management of domestic wastewater using decentralized wastewater treatment facilities is increasingly becoming important. Furthermore, in 2025, Vietnam established new rules concerning decentralized wastewater treatment facilities, such as QCVN 98:2025/BNNMT (National Technical Regulation on On-Site Wastewater Treatment Facilities and Equipment) and TCVN 14396:2025 (National Standard - On-site wastewater treatment plants and equipment – Design requirements). Going forward, it will be necessary to appropriately promote the widespread adoption of facilities that comply with these national standards.
This seminar aims to facilitate an exchange of opinions among government officials and experts involved in wastewater management in Japan and Vietnam, focusing on areas near Hanoi that lack sewage infrastructure. The goal is to determine what measures are necessary for the appropriate dissemination of decentralized wastewater treatment facilities, and what efforts private companies, government agencies, and research institutions should undertake.
